LEGAL NOTICE
Notice is hereby given that at the regularly scheduled public meeting of the Board of Commissioners of Manheim Township, Lancaster County, Pennsylvania to be held on Wednesday, September 24, 2025, at 6:00 p.m. at the Manheim Township Municipal Building 1840 Municipal Drive, Lancaster, Pennsylvania the Board of Commissioners will hold a public hearing to consider the adoption of an ordinance amending the Zoning Ordinance of Manheim Township, which has been proposed by Oaktree Outdoor Advertising, LP. At the conclusion of the September 24, 2025 public hearing or at a subsequent public meeting held within 60 days of the date of the second publication of this advertisement, the Board shall consider enacting and, if appropriate, will take a vote on adopting and enacting proposed Ordinance 2025-03, the caption of which is as follows:
AN ORDINANCE AMENDING THE ZONING ORDINANCE OF MANHEIM TOWNSHIP OF 2014, AS AMENDED, BY AMENDING ARTICLE 18, SECTION 1804, GENERAL REGULATIONS, BY CLARIFYING THE TYPE OF PROHIBITED LIGHTS ON A SIGN; ARTICLE 18, SECTION 1806, SUPPLEMENTAL REGULATIONS, BY AMENDING CERTAIN PROVISIONS APPLICABLE TO BILLBOARDS AND ELECTRONIC VARIABLE MESSAGING SIGNS INCLUDING THE SIZE OF BILLBOARDS PERMITTED, THE PORTION OF THE BILLBOARD THAT MAY BE USED FOR ELECTRONIC VARIABLE MESSAGING, THE REQUIRED SETBACKS FROM THE STREET RIGHT-OF-WAY LINE FOR A BILLBOARD, THE TIME AN ELECTRONIC VARIABLE MESSAGING SIGN MUST REMAIN FIXED, THE MAXIMUM NUMBER OF BILLBOARDS LOCATED ON A PROPERTY; AND AMENDING ARTICLE 18, TABLE 2, PERMITTED NUMBER, AREA, HEIGHT AND SETBACK FOR SIGNS TO REFER PARTIES TO THE SUPPLEMENTAL REGULATIONS FOR BILLSBOARDS.
A brief summary of the proposed ordinance is set forth below. Section 1 amends Section 1804.18 by clarifying the type of prohibited signs. Section 2 amends Section 1806.1 by increasing the size of billboards from 72 square feet to 120 and 300 square feet depending on the adjoining roadway and revises how the height of a billboard is calculated. Section 3 amends Section 1806.4 by permitting fully digital billboards and amending provisions related to electronic variable messaging signs. Section 4 amends Article XVIII, Table 2, Part B to update this table to refer parties to the Supplemental Regulations. The proposed ordinance includes a repealer and severability provision as well as an effective date provision.
