The Pennsylvania First Class Township Code (Section 1502) establishes the legal authority for the Township Board of Commissioners to adopt ordinances that specify the general or specific powers which the Township may exercise to protect the health, safety and general welfare of the citizens. The Code Compliance Department is the agency responsible for monitoring activity and enforcing violations of ordinances related to building construction, fire protection, property and structure maintenance, burning and certain other public nuisances. Infractions of Township ordinances are enforced by the department to ensure the expected quality of life, health and safety in Manheim Township.
To provide and promote quality and safe buildings and structures through effective and efficient administration and enforcement of codes, to provide a safe environment, and to do so with the best possible service within our means to promote the general health, safety and welfare for the community.
The Code Compliance Department is responsible for handling various types of building and construction permits, fire code standards, inspection services, and requests for service from citizens, property owners and other interests. Some of these include:
- Tracking and responding to requests for service related to building and property maintenance and nuisances,
- Issuing permits for applicable building construction activity per the Pennsylvania Uniform Construction Code, International Residential Code, Fire Codes, as amended, and other relevant Township ordinances,
- Performing inspections and initiating enforcement actions on code violations, and
- Preparing periodic reports and keeping related records of all cases.
