Manheim Township Appoints James D. Drumm New Township Manager

LANCASTER, Penna. (March 15, 2021) – The Manheim Township Board of Commissioners (BOC) today announced the appointment of James Drumm to serve as Township Manager. The BOC met in a special meeting and approved the appointment unanimously. Drumm will begin work on March 23rd.

“We welcome James Drumm, an experienced municipal professional, to serve as our new full-time township manager,” said Tom O’Brien, president of the Manheim Township Board of Commissioners. Drumm was chosen after a regional search.

“Jim brings a wealth of knowledge and 25 years of municipal management experience to this position. We look forward to his fresh ideas and his interest in working with both our municipal staff and in our community.” 

Drumm has served as a municipal manager in locations in Georgia and Florida, where he directed large budgets and employee complements, including police and fire departments. 

He holds a B.A. in political science and public administration from the University of Florida, Gainesville, and an M.A. in public administration from the University of South Florida. Drumm is a credentialed city manager from the International City/County Management Association (ICMA), a certification earned through a review of education, experience and professional development, assessed by outside reviewers.

The Manheim Township Manager leads daily operations of all municipal departments in the township including police, fire and emergency management services (EMS), public works, code enforcement, planning and zoning, finance, parks, recreation and library services. 

“Jim’s experience and insights with municipalities with similar, or larger, departments than ours will be valuable in our future planning and direction,” said O’Brien. 

“We look forward to having a manager with experience in historical preservation, sustainable planning and implementation, economic development and redevelopment, and stormwater management.”

Drumm plans to relocate to Lancaster County with his family within a few months.
