Certificates of Use and Occupancy for Existing Buildings

Click the link below for the new Administration Order as well as all of the related handouts and inspection forms. Any CUO applications received prior to Monday, June 19, 2017 will be processed under our current Administrative Orders #98-1 and #2007-3.

The impetus for this change was the recently enacted PA Act 133 of 2016 Pennsylvania’s Municipal Code and Compliance Act (MCOCA). , also attached.

The following are process changes:

Certificate Types have been added to the Administrative Order with a description of each one and their applicability per MCOCA regulations.

Non-Residential Building CUO and inspection process has changed to reflect the language in the MCOCA.

Residential Building Inspection items have been added to include:

Minimum of UL listed battery powered carbon monoxide alarms are to be installed in dwellings outside of sleeping areas with fossil fuel burning appliances and/or attached garages.

An Unsafe Condition line item has been added to our inspection list to account for rare issues with life safety items that need correction prior to the issuance of a Certificate of Use and Occupancy. Examples of Unsafe Conditions would include electrical hazards, raw sewage leaks, and/or no guardrails at elevated floor surfaces. It is anticipated that this line item will be used rarely, but we want to have the ability to address issues of life, health, safety and welfare at the time of Certificate Issuance.

A $50.00 re-inspection fee will be accessed for failed inspections. If there are unforeseen circumstances that has led to a failure, the inspector may waive the re-inspection fee at their discretion. Failing to verify the 5 items required as part of the CUO inspection prior to our scheduled inspection shall result in the re-inspection fee. It is to be understood that re-inspections will not be scheduled until the re-inspection fee is paid in full.
